​​​The Japan – Australia Economic Partnership Agreement (JAEPA) was signed on 8 July 2014, during an official ceremony at Parliament House in Canberra.

The full text of JAEPA is available on the JAEPA webpage of the Department of Foreign Affairs and Trade website.

Information sessions on the JAEPA will be held in the first week of February in Melbourne, Sydney, Brisbane, Adelaide and Perth. Further details will be provided early in the New year.

Entry into force

Trade and Investment Minister Andrew Robb has announced that Australia’s Free Trade Agreement with Japan will enter into force on 15 January 2015.

What you will need to support a claim for preference under JAEPA

A claim for preference under JAEPA may be supported by a Certificate of Origin (COO) or an origin certification document.

Certificate of Origin

A JAEPA COO must be issued by an authorised body or other certification body of the exporting Party, following a written application submitted by an exporter, producer or their representative.

The COO must contain the following data elements, as listed in Annex 3, Data elements for COO, Chapter 3 of JAEPA.

  • Exporter or producer details
  • Certification number
  • Description of good(s)
  • HS tariff classification number (6 digits)
  • Preference criteria
  • Application of other provisions
  • Declaration (by the export, producer or their authorised representative)
  • Certification (by authorised body of other certification body)

Origin certification document

A JAEPA origin certification document may be completed by an importer, exporter or producer.

The origin certification document must contain the following data elements, as listed in Annex 3, Data elements for origin certification document, Chapter 3 of JAEPA.

The Department will provide written advice, upon request, for determining whether a good originates from Japan for the purposes of claiming JAEPA preference.
